The Questions that Enter Every Fan's Mind (probably)

If you look at it logically, the moment that Hayata first learns that a monster is threatening to take over earth or is on the rampage, he should use the Beta Capsule as soon as possible to become Ultraman and remove the threat quickly. Also, as Ultraman he gains nothing by fighting the monster in a physical confrontation. To minimize death and destruction, Ultraman should use his specium ray or other means to kill it quickly.
Obviously the show would not have been as fun and exciting. I wonder if they could have addressed these questions in the plot in a way that made sense?

But then there'd have been no opportunity for Ito to act like a blithering idiot, for Arashi to go off in a blaze of testosterone, for Fuji to go around all cute and womanly, or for Captain Mura to grunt monosyllabic orders, all the while ashamed that he was the sole survivor of his carrier when it was sunk during World War II (that's why he's so concerned for the lives of his team--he doesn't want to lose anyone else).

The bigger the government, the smaller the citizen.

It seemed to me that Ito was a complicated character. He was the hilarious buffoon. But also a genius invented. And he was often the first to realize something was wrong. Plus he was very sensitive and could become depressed.
Did not know that Mura had that back story. If it was mentioned in an episode, it somehow slipped by me.
Fujitsu was very cute and would make a great wife!

I'm kidding about Mura. Since the action is set in the 1990's, there's no way he could have served in the IJN during the war. But he always reminded me of the actor who played Nagumo in "Tora! Tora! Tora!"

Hayata states in one of the last episodes(the one with Geronimon) that Ultraman only shows up once the Science Patrol has given its best effort. This is a common thing throughout the franchise. The Ultras are aliens, outsiders on this planet. They will protect the Earth, but only when the humans, the dominant species of the planet, is backed into a corner.
