How did giving Charlie X his power so he could live imply

Because he had already killed and was willing to kill everyone in his path who stood in his way. So time to back to time out Charlie.

Cause him using his power to keep himself occupied had kept him from learning and adapting.

Apparently the Thasians can't take away the power. Apparently if Charlie has the power, he will always use it, and thus create conflicts with other humans. Even though as a member of human society Charlie wouldn't need to use his power to survive but could be supported by the efforts of other society members, just like every member of a complex society is.

Presumably the Thasians believed that Charlie had become addicted to using the power and getting things done easily.
Presumably earning money to pay for things and staying on the good side of people and obeying rules would be so much harder than just using the power that Charlie would constantly use the power instead of behaving within human social norms and would constantly be in conflicts with other humans.
