do they mean episode 'The Inquisition' if so about what time(in ep) was it said if not what ep & time was it said in

That line was from a compilation movie on video from the 1980s, maybe to give it a sort of 'tie it all up' ending. It was never in the TV series, as the 'Attack On Cloudbase' episode which had the...uh..attack on Cloudbase in it didn't finish with the Mysterons reversing time..
The strapped-together, clumsily-edited movie versions were the only way you could see any Anderson stuff at the beginning of the video age, and they had some seriously annoying pink laser blasts too...
