So Commissioner Gordon can't recognize his daughter's voice?

Or even Alfred. Many times he's heard Alfred answer the Batphone and he's also met Alfred in person many times.

But, then these shows wouldn't work if the supporting characters were able to catch on to these things.

Both Barbra and the Commissioner thought or acknowledged recognizing Alfred's voice at least a couple times! He had to play it very cool when helping her as Batgirl so he wouldn't reveal ID's of B & R! 

Alfred also didn't reveal her ID to Batman and Robin either.

As far as the commissioner is concerned, if he was that good a cop he wouldn't need to keep calling on Batman and Robin. Doesn't surprise me one bit he hasn't got a clue who they really are!!

He had no choice but to contact Batman. The villains usually depicted on screen here in Gotham are some of the smartest baddest ass criminals in the world.

Same with Bruce Wayne's and Dick Grayson's voices. And nobody recognizes Grayson's face when he's Robin, even though he's only wearing a little eye mask. Nobody recognizes Clark Kent's face just because he's not wearing his glasses.

And when the villains captured them, usually at the end of part 1 of an episode, no one cared to take off their masks to see who they really are
