Had #1 already picked the new #9?


Looking at the agents of SPECTRE in the meeting at the begging of the film, the odd number agents are at #1's right, with the even numbered agents on his left. The lowest numbered agents are closest to #1 and the higher numbered agents are furthest from him. For example the one furthest from #1 on his right is #11.
The numbers are off by one on #1's right side. There is an additional agent between #7 and #9, AND he is in a gray suit, while all the other agents are in black suits.
So, had #1 already picked the new #9 before the meeting? He (#1) said, "I have satisfied myself that one of you is clearly guilty of embezzlement." So he knew he would be frying #9. This "seems" to be the only explanation for the extra man in the room.
You ideas?

Makes sense. Blofeld would definitely be the kind of man to plan that far ahead.
