Why did the Japanese contestant have perfect British English rather than a Japanese accent? Was this some concession to political correctness of the period or was it meant to be a joke?

I think the implication was he had been educated at a top British school like Eton, which was plausible from his vaguely aristocratic background. Many of the world's nobility were British-educated.

It is a slight joke the first time he speaks - the alternative would be to have him played by a Burt Kwouk/Kato stereotype complete with Samurai shrieking etc...
