Movie Confusion

It has been at least 35 years since I've last scenes movie. And I didn't quite remember it as I was watching. But somehow I'm confusing it with another movie. A movie about a German cruise ship where many if not all the "vacationers" were Jewish trying to escape Nazi Germany. The ship was rejected at each port by the authorities and the passengers could not leave the ship. Somehow I think it may be a true story.

Anyone know this movie?

Thank you for the reply. Maybe part of the confusion is because Oscar Werner and José Ferrer appear in both movies.
