Where the hell do you think you are, Chicago?

Harris: Armed, sir?

Wilson: Where the hell do you think you are, Chicago?


Hello. Why did Wilson respond like that? Does it mean they should come armed or not armed? And why Chicago?

Maybe it has something to do with this:

So would that mean they were supposed to come unarmed? I remember they had clubs and water hoses -- do those count as arms?
