What's With The Netflix Rating?

For those who don't know Come Drink With Me is now on Netflix. I am very happy about this, however others don't like it: Here on IMDB it has 7.1 stars and on Netflix it barely scrapes past 1.

What is it about their rating system that encourages fools to give opinions?

Netflix ratings are based on how they think you would rate it based on past ratings you gave similar movies. On my Netflix account it has 5 stars. But Sometimes the rating system goofs up.
