which was the first "known" movie to represent this dystopian city concept about a society without feelings?

hmm not a movie but the first piece of work I can think of is the novel Brave New World.

Good choice. Maybe not "without feelings", but Orson Welles' 1962 version of THE TRIAL sort of puts me in mind as having the same overall atmosphere.
