My guess is Storch chose it or it was given
to him to wear ,so his character would truly stand out.
For his character ,my guess is ,it may have beloned to a family member who fought on the confederate side And didn't make it. (In the civil war ,some family members did fighton both sides...that way at least ONE would be on theside of victry.)

I doubt if being grey is enough to make a hat confederate. Early in the Civil War, many Union units had gray uniforms and many Rebel units had blue uniforms, if they had uniforms at all.
If the hat had a logo saying "CSA" it would be a rebel hat.
IN those days US cavalry had several different types of official headgear which were issued to the soldiers, and soldiers often wore hats they bought privately.
At the Little Big Horn Major Reno and many soldiers wore straw hats which they had bought from a sutler before they left the base camp on the Yellowstone. General Crook was once described wearing a Japanese hat (presumably a conical Asian hat) and was sometimes photographed wearing a pith helmet.
