Wrong Uniform

In many scenes, members of the Marine Corps and Army are wearing their summer uniforms. General Scott and other members of the Air Force are wearing their winter uniforms. As it appears that this is the summer season, they should be wearing their summer silver tan uniforms as this was the correct uniform for that time frame.

I do not know that answer for certain but I suspect it was for contrast to more easily distinguish the service branches. Otherwise, each officer would look much the same to the audience.

This is probably the reason. On black and white film, it would be harder to determine who was with which branch if everyone was wearing light or dark colors.

More then appears it's the summer season, the movie title tells us it's May. And absolutely correct Scott spends the entire film out of uniform. In the early '60s he should have been wearing tans with the blue Air Force hat. But filming in black and white that correct uniform and Kirk's Marine uniform would have looked too much the same. Artistically they needed contrast between the two men.
