there's only one man in this cartoon, but i assume you're referring to the rest of the Pink Panther shorts, as well?

the Little Man was based on a caricature of Friz Freleng, the famous cartoonist who was instrumental in the making of several of the early Panther episodes (among other things)... as a matter of fact, the crews at DePatie-Freleng (the company that produced the Panther cartoons) often used to refer to the Little Man as "the Friz character"... so that's why the men look similar in so many episodes...
