Where was Andy Williams in the 'Memoriam' montage at the Oscars?

I just watched the 2013 Academy Awards and have been wondering when the rules changed for the In Memoriam montage. In years past, entertainers and musicians who made any motion pictures, whether as actor-singers or not, were included in this segment. For some reason, this year, Andy Williams was not included in this part of the Awards. I keep imagining what a short clip of his song "Almost There" from I'd Rather Be Rich would have brought to this tribute to many talented people who have contributed to the motion picture industry. I think the Oscars missed the last chance they had to pay tribute to Andy Williams as the Grammys and Emmys did. His recording of hit movie songs also added a great deal to the box office and popularity of films he was not in as well, such as "Moon River" from Breakfast at Tiffanys, The Days of Wine and Roses, Love Story and the Godfather, and I think this makes his omission more than a mere oversight.
