That Space Council seen at the start of this movie that sends Starman to Earth looks like a riff on the comic book Green Lantern's Green Lantern Corps from that title's Silver Age.

I'm sure it was a matter of the star costumes being on hand in the wardrobe department.

As you may remember, in the first episode of The Adventures of Superman (Superman On Earth) featured a Kryptonian Council grilling Jor-El about his doomsday predictions.

That Council is wearing outfits previously used in movie serials, including the one used by none other than the World's Mightiest Mortal, The Big Red Cheese himself, Captain Marvel!
