I think Band of Outsiders, My Life to Live, and The 400 Blows are the three best New wave films of all time. Breathless falls in line right after this (I've always kind of thought Breathless was a bit overrated compared to the lack of recognition Godard's other films receive, but its still great)

Hardly. However, as I usually - or at least more often than not - find JLG problematic if not outright off-putting, this one was a really pleasent surprise. An appealingly whimsical, quirky film with a wonderful atmosphere and some excellent cinematography. What I don't get, however, is why it's listed merely as a crime/romantic drama when for me, it was above all a farce of sorts - a very humorous film almost throughout. Some more serious & seriously poetic undercurrents and passages were there of course, but the main flavour is still the understated, kind of absurdist comedy. It's the second JLG film after Pierrot Le Fou that I 'really' liked. 8/10.
As for the best French New Wave flick... Last Year In Marienbad would probably fit the bill.
