I believe the OP just called the creature "gill man" for reference, not to imply he was THE CREATURE FROM THE BLACK LAGOON.
To answer the question, the creature that appeared in the LIS episode "A Change of Space" appeared in the VOYAGE episodes "The Menfish", and I think was also the in "The Mermaid."
Interesting note: the actual 'Creature from the Black Lagoon' 'hands' were used in the "Lost in Space" episode "The Golden Man" as the hands for the Frog alien.
