What was up with the scene when the cops were following Takeuchi, and they see him talk to Gonda? For a minute I thought it would turn out that Gonda was involved in the kidnapping in some weird way, but instead, nothing came of it. Why would they include that in the movie then? It just seems confusing.

I think he/she summed it up well.
Takeuchi was taking a bit of sadistic pleasure in walking up brazenly to Gondo, who just happened to be on the same street, and having Gondo light his cigarette for him. Gondo of course had no idea who he was. I thought this was a nice touch, personally.
