Heartless Police (spoilers)

The police don't arrest the bad guy once they know he is the kidnapper because they want him to get the death sentence rather than 15 years. That is understandable. Unfortunately they are so committed to this approach that they don't stop the bad guy when he kidnaps a woman suffering from withdrawals. The bad guy then murders her. I guess the police don't care about some junkie.

This bothered me too. Not only was it heartless but completely unrealistic, in reality they would have arrested him the second they got the chance, especially since they were determined to get Gondo's money as fast as possible for him. One of the biggest flaws of the movie I think.

Shouldn't Det. Tokura lose his job for this? His elaborate trap for the kidnapper cost a citizen her life.

I'm also wondering how Japanese laws deal with entrapment if at all.

Well they didn't have time to stop the murder cause by the time Tokura figured out that that's what he was going to do, it was too late stop him and the victim was dead before the cops could get there.

However, after the cops reported her dead, Tokura probably just thought that they might as well wait till he gets to the hideout in order to tie him to the other two murders. That way, they prove he is responsible for three murders instead of just one, and they can sentence him for three. An even harsher punishment. If I was a cop I may do the same thing and allow him to go there to tie him to two other murders, to ensure maximum punishment for Ghondo (shrug).

Gondo wasn't that bitter over it. I don't think he really hated Takeuchi. He even said to him at the end, "why do we have to hate each other?" The thing about getting the highest penalty possible was the goal of the police, not Gondo. It's their vengeance crusade, not Gondo's. We never hear Gondo's opinion on the death penalty; he never asked for it. All he wanted was his money back and for the kid to survive.
