Confusing (?) scene


I just watched The Servant -wonderful film! There was, however, a very important, I assume, scene I did not understand at all.
At some point, Tony knocks on Vera's door so that they can meet up at night. When Tony has left, Vera exits her room and there's Hugo lying on the bed reading a newspaper. When Tony later asks her if Hugo's asleep, she says that his room was dark.
If Hugo was engaged to Vera, why didn't he react one bit when this happened? Was it all a plan and if so, what was the point of it?

It was part of the plan, that scene showed how demented they were, pretending they don't care about getting caught because they're sure they're going to break Tony's mind sooner or later.

Hello! Thanks for replying but I still don't get it. Getting caught by whom? I mean, it's not like Tony was going to go upstairs at that point, he was waiting for Vera, wasn't he?

The 'brother and sister' were clearly in league from the beginning, playing psychological games with Tony.

Ahhh ok, so they weren't even engaged? Everything was a lie in order to manipulate Tony by driving him insane?
