This is very interesting, thanks for posting it. I had no idea this kind of court still existed in developed countries. But, the United States being such a large country, it's not completely inconceivable that they'd exist, since some parts of the country are probably too far away from larger courts and it would be easier to handle certain issues locally? It's a dangerous concept though.
