How did Inspector Clouseau solve the case ?

....as referred in the sequel 'The Return of the Pink Panther' which shows that the Shah of Lugash assigns the case to Clouseau because he had solved the previous case & recovered the diamond.

...whereas in the end of this movie, it is shown that he was found to be guilty of stealing the diamond and got convicted to prison !!

Am I missing something?

Because they found the owner of the rented car that had stolen the dog was employed by Niven [about 1:18:00]. The robbers figured he'd be freed when the next Phantom robbery took place.
