Why was this banned in India?

I've googled this & asked people who lived in India at the time of the film's release, but each time I get a different answer. Does anyone know the official reason why it was banned?

Different answers I've found:
It exposed the Hindu extremism in India.
It exposed persons responsible for security lapses.
It would have stirred up Hindu/Muslim tensions.
It showed Gandhi in an unfavourable light (willingly going to his death).

According to rediff.com Stanley Wolpert said in a 1997 interview: "I have never been given any reasons for the ban on Nine Hours to Rama."

P.S. Is it still banned?
