Where does the story take place?

On the DVD commentary track by Tim Lucas, he states that the movie's setting is left deliberately vague as to where or when it takes place exactly. Hence all the seemingly different sorts of cultures and nationalities within the film such as Lee's German name and Lavi's Russian name, Nevenka.
