Was that ever really explained?

She is definitely from Gallifrey because she recognizes the Dark Tower in The Five Doctors! but I think she is a Time Lady due to her relationship with the Doctor!

She remained on Earth, right? Does anybody know if she has ever been mentioned in the new Who series? I haven’t watched it for years but don’t recall her existence ever being addressed.

Not properly just references. I was half expecting her to appear in the 50th but I suppose they would need a good reason to have her appear

She appeared in a number of audio stories where the 8th Doctor met up with her in his final series of adventures.
