There are 2 Actresses that played the part of Rina Jacobs, but only Janet Blair is listed, who was the other Actress ?

Just noted that myself last night and was going to post the question.

Supposedly Blair was Purity Mathers - and had gotten Jacobs to replace her.

It might be that the girl who was actually Jacobs is now listed as Wicked Witch.

Pretty poor documentation on the part of IMDB

It's not IMDb's job to change the credits of a tv show or movie but to list them as listed in the production. And to state what actress played what the "real" Purity is a spoiler which you should have covered in your post. For IMDb to list the actresses who played who was "actually" Purity or the other girl would spoil it for people who hadn't seen the episode. Even the original producers were careful not to list the other actress by a specific character name lest some tv listings somewhere would unintentionally give away who was really who.

She is listed as Enid Jaynes, according to CTVA-The Classic TV Archive; same as "Witch Woman."
