Clearly this was a decision of the director. Most exteriors lacking other people are during "the magic hours" (near sunrise and sunset) for the fantastic lighting. You'll notice the extremely long shadows. Obviously, Romans would have been out and about during these times of the day, so the director must have arranged to clear the streets for his own effect. Roman Holiday was made almost a decade before and by contrast is LOADED with locals. My in-laws visited Rome in 1964 (just 2 yrs after this film) and noted Rome was PACKED with people. The entire city... all day and night. I can only assume Daves wanted to focus on their romanace, as if nothing else existed. Personally, I think the hustle and bustle of Rome **added** to the romance in Roman Holiday.
