double billing

I saw this movie in the theater when I was in grade school and was appropriately freaked out. But it was the second movie that showed after it that I'm trying to identify. I was young, tired and not able to follow the plot at all. The only clues I can provide is that it was a pirate movie, I believe it was set in North Carolina, I'm thinking Ocracroke island hence Blackbeard. The kicker was a town supposedly haunted by skeleton riders on skeleton horses. Perhaps some of you movie sleuths can identify this movie! Thanks!
