Reducing the number of votes required ...

Reducing the number of votes required to be on IMDB's top 250. NOw it is 25 000, i believe it should be 15 000. If we do this movies like Harakiri and the Passion of Joan of Arc would be on the top 250. Perhaps we should expand it to a top 500. What does the good people of IMDB think of my suggestions?

A Top 500 (or any other expansion) is a good idea in my opinion, there are too many good films in worldwide history, 250 is just not enough, even if i personally only use the top as a recommendation list, i think films like "Seppuku/Harakiri" deserve more recognition.
I think is safe to say that "The Dark Knight" (I'm not criticizing the movie) has a suspicious number of scores, considering it currently has over one million votes, while 90% of the list's films barely reach 200,000 votes, which means that over 80% of the users (that is, accounts) that voted for "The Dark Knight" have never voted for any other film in the entire list...
I think it's really unfair, because the top 250 is also used as a list of recommendations for many other users, and films with less votes (even classic masterpieces) are generaly ignored.

A favourite of mine recently found its place on the top 250: Throne of Blood. It has gained 5000 votes since then. Imagine what would happen if Harakiri suddenly ended up on the top 50 or 30.

I noticed, i voted for it last year. When i first saw it, it had circa 20,000 ratings. It was kind of a personal achievement to help it make it to the list. An Internet top list might not mean much but IMDB allows you to make your opinions valid in a public site with thousands of users, so is somewhat important.

don't agree, the more votes the more reliable the score is going to be

Harakiri will make its way to the list one day, don't worry

so many movies, so little time
