Who Plays the Treasurer?

In the opening scenes, when the professor is treating two passengers to a wild ride in his balloon, one of the passengers is played by Richard Haydn. The other does not seem to be in the credits. I only know him as the treasurer of the geographic society. Does anyone know the actor? I believe he was once a Number Two in the "The Prisoner".
