Can someone explain why this was worth our attention?

Because there was a guy eating live frogs. Don't know about you, but I've never seen that before.

There are various things one can say about its inclusion: Perhaps it caught Varda's eye and she wanted to include it; he was part of the life of the Parisian streets that Cleo walks along but rarely intercats with; Cleo's ring features a frog sitting on a pearl, which we learn later, so she probably likes frogs and the man eating live frogs would have affected her negatively; a symbol of cruel fate or mortality - one of the many that are woven into every scene of the film. And of course I can't help but think Antoine is her frog turned prince charming.
