What is the "Billy Rose" part of the title for?

Apparently (according to online reviews of this film that liked it way more than I did), Billy Rose did the stage version and a condition of the studio getting the adaptation rights for this crappy movie was that they have his name in the title.

IMO I wouldn't go as far as to define this movie as "crappy", but noticed it doesn't seem to have a standard 'target audience' like other early 60's movies....perhaps too much circus in it, and too 'light' for adults, and too many crap games for the kids????

Unsure why this was turned out to be a failure, perhaps audiences wanted Stephen Boyd to do a 'few laps' around the tent and didn't get 'em???? :)
