is this the movie where...

as a small child I remember seeing a british film on a double bill,( it was the B film)....I remember two main things...one, in the beginning, a guy is filing papers in a file room, and goes cooky and throws the papers all over the room...( presumably he is fired).....later , he and a bunch of his friends decide to put on a show ( I distinctly recall a cobwebed theatre, and sparks go flying everywhere when someone trips a huge light switch.) I'm certain Richard was the main character, but is this the film?
