Why No DVD?

It seems anything released by Hammer Studios already has a built-in audience, especially one of their horror films - so why is this title one of the very few that have been denied a DVD release in ANY country? Seems crazy to me. I have that watered down fuzzy print that everyone else has downloaded from the internet but I haven't watched it yet, instead holding out and remaining hopeful for a clean release - maybe soon? - from Universal's MOD service?
