Alan Scott's accent

When Frankie spoke English, his accent did not sound American at all. Looking at his IMDb page (http://www.imdb.com/name/nm0778793/) he seems to have acted in mostly French movies and TV. Watching Lola I was wondering if he might be Swedish, just based on the way he spoke English and French. (His French obviously did not sound native, but it also didn't sound like a typical anglophone speaking French.) I thought his dialogue might have been dubbed by someone else. Just a point of curiosity; does anyone know?

Wiki says he's American, but I, too, found his accent just a bit strange. My first language is French, but I'm from Canada and very familiar with the English language.
