Obviously, the driver would have told Julio about the lighter early on during the drive. In fact, that would have been wise as Julio may have tried to use the lighter to light a cigarette during the trip. To have shown that would have required adding an awkward extra scene that would break up the flow of the movie.

The scene we do see, therefore, was done for our, the viewer's benefit; probably for dramatic effect. We learn about the lighter just moments before he has to activate it. It had nothing to do with why the driver was shot. Before they arrived, he was identified as part of the Resistance. They knew Julio was involved at this point too but they intended to question him. This is the reason Heinrich tells Julio he wasn't shot on the spot.

The word had been put out by von Klieg who had long suspected Julio. Now, he thought Julio’s cousin and uncle might also be involved somehow. They had, after all, pulled strings for him on more than one occasion. That’s why the uncle was at the house and not at his office. He knew they were under surveillance so he was anxious to reach Heinrich in time to warn him.
