Re:Voir would be the only company to put this out. No one else would touch this with a 10 foot pole. Unfortunately there are a lot of complication with Jack Smith's family and his films so I doubt anything will happen with them for a long time.
Oh and Re:Voir is based in Paris; so everything they make they do in PAL first and then maybe on NTSC and the president of the company really tries to refrain from DVD so he's mostly working with VHS.
