I think they are heat sinks.
Judging by the pipes that enter the hood/bonnet near the front of the cars (where the radiator is) and the fins on the tank I'd say they are meant to facilitate the dissipation of heat from water that cycle through the system - to prevent the engines from overheating.
Whether it's an effective design is up for debate, but then, all of the science in this film is questionable.
