I believe the little girl and the jailer were daughter and father. She is just thrown in jail with the beggar because they both offended the marques in different ways. According to the trivia on here, the writer intended for the beggar to be a werewolf in his original screenplay but Hammer said the censor had an issue with the idea of someone being a werewolf and a rapist so the subplot about him being a werewolf was deleted.
