Cone of Silence crops up regularly in the early hours of the morning on the satellite channel movies4men. Unfortunately it's shown panned and scanned but it's better than nothing.

This channel shows quite a few decent British b/w films including The Girl in the Headlines.

This film has just been released on Region 1 DVD by VCI Entertainment. Alas, the film is fullscreen pan-and-scan instead of letterboxed, but at least it's finally available on DVD.
