What was that at 57:00?

A big fat man opens the lid on a small box mounted on the wall, pulls out a small cord and seems to twist it to something as if winding a watch. He replaces it in the box and remarks something about losing reception when a good program is on? Can anyone tell me what this is and what it's for?

Several months later, it was a time clock. Used to be common in buildings with guards. Google them; you'll find an explanation that'll be better then me trying to detail them
