Question about a different movie with Evil Children

I am pretty adept at general research, but there is a horror movie I saw on television from the late sixties/early seventies that has eluded me for years. I don't know the title, and all I have are some disjointed memories of scenes. Everyone is convinced that I am crazy and that this movie never existed.

The movie involves a group of children (possibly teens) who are evil- Their leader is a girl with long black hair and possibly blackened eyes (think Alice Cooper). One scene involves an innocent child who is trying to catch butterflies with a net and winds up being killed by these children. Another scene involves these children blindfolding someone to play a game of "Blind Man's Bluff" and leading the person to their death off of a cliff.

Another word for a cliff is a bluff. So that cliff might later become known as "Blind Man's Bluff".

I think the film may be 'The Blood On Satan's Claw' (1971). Village children become a coven of witches. They do play a game of blind man's buff. The coven leader has black eyebrows and blackened hoods of her eyes. These stand out as her hair is long and blonde. Even though you say she has long black hair I still have a feeling that it is her.
