Who was the Bert Cochran they spoke of in this movie?

There were a few spots in the movie when FDR and Howe and some others spoke of a Bert Cochran that they wished was still around and they missed him. He had passed away. Who was this Bert Cochran of which they spoke?

Paula Jo

Not exactly certain who he was, but from the context of the film I presumed he was a speechwriter and speaker of enormous talent for whom the Democratic Party depended upon a great deal. His death left a gap which only Roosevelt could fill.

Apparently, he was Bourke (not Bert, but pronounced like "Burke") Cochran, a New York Congressman, noted for his oratory skills:

Well, I can't just call out "Oh, butler", can I? Somebody's name may be "Butler"!
