It's Bruno who's narrating his own story.
Godard does cameo in a scene standing next to Bruno in IIRC a train or bus station.
I think the narration WAS necessary because it helps bring to light the unbalanced nature of the character we're watching.
It's quite an interesting film from an audio standpoint. Re-watch the beginning, you'll find very little environmental sound and even when there is, it's quite low in the mix. The narration and dialogue are a big part of the films audio track. A great film I think.

and it seemed to me that even the dialogue was redubbed completely at least for outdoors.
The narration was the best part. It told us that this is the kind of guy who is so self obsessed that he feels that everything he does has an audience that he must explain the events to.
