Were the police 'guards' really that careless in real life?

In the movie, Turkus promises Joey, Eadie, and Reles 24-hour protection. After that, Joey is nearly killed by Weiss and his crony. Then Eadie is murdered at the beach. Then Reles is thrown from his window.

Joey and Eadie are fictional, so I can understand that the failure of police protection in their case was used as a dramatic device. But was Reles really supposed to be under police protection in that hotel room in real life?

In the movie, his death is explained away as the result of "all the police officers being asleep." It sounded as if the whole floor of the hotel was dotted with police officers. But did Reles really have that much protection in real life? You'd think that any policemen assigned to his front door would be relieved in shifts to ensure alertness.

And since there is speculation that Joey killed Reles, were Joey and Reles put up in the same hotel (in the movie)? If so, how stupid was that?

Reles was under 24-hour police protection. Some researchers believe that some of the cops were bribed or that there were a couple of hitmen posing as cops.
