Why no subtitles for Sessue Hayakawa

I thought it was odd that the great Sessue Hayakawa has two speeches in this film that aren't subtitled or translated in some way. One is a short-ish speech earlier in the film. The second is the long speech he makes to his troops at the end. Of course, I could tell the gist of what he was saying in the ending speech because you could see his troops respond to his orders. But that can't have been all he said during this very long speech. Hayakawa was such a wonderful actor. I couldn't take my eyes off him during his final scene even if I didn't know exactly what he was saying.

This a pet beef of mine. There are several films where there should have been subtitles. Was it too expensive? On the other hand, I studied French and Italian for several years and am still irritated by the quality of the "translated" subtitles. The goal doesn't seem to be getting across what is being said, but to use as few words as possible.
