Since that period was during the hard-Right Franco Regime, it might not have been Spain, but, perhaps Italy, or even a North African country...? Perhaps Tennessee Williams was even taking a jab at Franco's Spain, which had officially criminalized homosexuality...?

They were shot in a small town called Bagur, near Girona, northeast Spain. Back in the 50s Homosexuality was still criminalised in most developed countries, so I don't think that was the reason Williams chose Spain. In fact, many Hollywood productions chose to shoot in Spain because it was cheaper, sort of like today Prague.
