Google had the answer, of course

Originally the Toilet area for regular sailors was placed at the bow (known as "the head" by common sailors) of the ship.

This was done because the wind would invariably becoming from the stern of the ship and the wave action as the ship plowed through the water would keep every thing clean.

The wave action also reduced the need for toilet paper. As we see the Navy has no idea of what it is!!
