Just a guess, but the "reistance group" may have been a cell of commie revolutionaries. The big guy's Trotsky haircut, the little bald guy's little round commie glasses, and their general style suggested it to me. Major Dillion refered to them as "...friends of mine..." in a somewhat sardonic tone. The Bitish government had a standing intelligence network going back to Napoleonic days (when it was rumored they engineered the assasination of an unfriendly Czar) who would use and finance any group they found useful in a foreign country. The "Great Game" they called it in the 19th century.
From what little I have read on the subject, there were in fact many Nazi sympathizers (fifth columnists) in the Netherlands. Someone who is really up on Netherlandic history needs to get in on this. Such person will no doubt be offended when I say we should remember that a Netherlander is ethnically a type of German. The Germans thought of them as their little cousins.
