Remake?

Was Horrors of the Black Museum a remake of a horror film made in the 40's, in B&W? I recall seeing this film around that time and remember the binocular scene..a woman puts them up to her eyes, adjusts the focus and the spikes go into her eyes and she dies instantly.

I'm trying to find out the name of the 40's film. Can anyone help me with this?
